William Tropp, CEO & President

Mr. Tropp serves as Tiger Petro President, and has over thirty years of experience in global finance, project development and engineering.
Prior to founding Tiger Petro, Mr. Tropp served as President and Managing Director of Tiger Financial, Inc., with offices in the United States and London. Tiger Financial, Inc. was involved in building and financing power plants and refineries in South and Central America, as well as hotels and gaming casinos for international corporations and the Mojave Indian Tribe. From 2001 through 2007, Mr. Tropp arranged syndicated financing exceeding $5 billion internationally for energy and related commercial projects. Tiger Petro has brokered and traded fuel for over 10 years. Mr. Tropp is a retired Colonel of the United States Air Force and a combat pilot who served in Vietnam from 1967 to 1970. As a Military Assets Coordinator under Air Force Command, he was responsible for the acquisition and budgeting of aircraft, material requirements, and support personnel to ensure global combat readiness and operations.

Angel Cantú-Villarreal, Vice President

Angel Cantú-Villarreal has worked in the petroleum industry in the U.S. and Mexico for over 40 years. After completing his engineering degree at California State University, Fullerton (CSUF) in 1980, he began working with his family-owned company in late 1981, engaging in various projects with the Mexican state-owned oil company, Petróleos Mexicanos (PEMEX). He served in a long-term role as Procurement Director for CIGSA Construcción S.A. de C.V., part of a consortium of companies based in Madero, Tamaulipas, Mexico.
His projects included maintenance of PEMEX’s fleet of gas and oil tankers at the company’s shipyard, as well as the maintenance and construction of offshore production rigs under the PEMEX Exploration and Production division. He also led turnkey projects for process plants in the refining division, completing HDD MTBE and SRU plants in the Salamanca, Madero, and Tula refineries, including integration into the Distributed Control Systems.
After leaving his position in 1998, Mr. Villarreal participated in various EPC (Engineering, Procurement, and Construction) projects with PEMEX Exploration, focusing on offshore pipeline inspection, maintenance, and reconditioning projects under contract with COMMISA/Brown and Root Energy Services Ltd. (UK) in Ciudad del Carmen, Campeche, within the PEMEX Marine Division.
Beginning in 2006, Mr. Villarreal worked as an oil and gas consultant, collaborating with various midstream companies operating in PEMEX’s Northern Region gas production basin, known as the “Burgos” basin. His focus was on logistics, specifically the mobilization and demobilization of closed-loop system drilling rigs.

He also serves as our Foreign Affairs Representative, holding legal mandate authority for North American, European, and Caribbean markets.

He is also passionate about providing clean, affordable, and sustainable water on a regional scale and has led initiatives to achieve this goal in Texas.
As an entrepreneur, Hunter has devoted his career to delivering effective solutions for clients through business development and execution. He founded 28 Fuels, a fuel distribution company created to meet the specialized need of consistently supplying fuel to remote wind farms, and expanded that distribution network into West Texas through The 28 Group. Hunter also developed and executed a strategic plan for Out West Energy Services to offer comprehensive land and construction services to the oil, gas, and wind farm industries—ranging from strategic infrastructure and drilling oversight to the planning and development of housing for over 100 workers in remote locations.
In the early stages of his career, Hunter worked with lobbyists in the Texas Legislature, started an executive car service in Phoenix, Arizona, founded a real estate investment company, and played professional golf on tours in the U.S. and South America.
Dr. Richmond Annan, Global Executive Director

Dr. Richmond Annan is a prominent business philanthropist and a leading expert in Business Architecture. Diane Glass, Executive Vice President

Diane Glass is the Managing Partner of Lighthouse Management LLC and York Management LLC, as well as the Executive Vice President of Phantom Global Industries. She also serves as Legal Mandate for Inventure Holdings and holds Power of Attorney for the U.S. Government in relation to OutPost Housing for lands under her domain. A seasoned professional, Diane has been actively involved in various types of international general trading, projects, and transactions in the global market. With twenty-seven years of experience in fuel sales, she has successfully closed multiple high-value transactions.
As Senior Vice President, Mrs. Glass focuses on developing companies and guiding them through strategic planning and execution, extending beyond closed fuel transactions to include credit lines and global trade opportunities. She has played a key role in startup ventures, contributing to their structure, financing, and the securing of major contracts. Previously, Mrs. Glass served as Managing Partner of a management company with an extensive network of international contacts. She successfully drafted, executed, and completed numerous agreements in the Middle East under foreign legal frameworks.
Marvin Epstein, Global Business Development

Vinayak Seshadri has been a senior management executive since 1995 and continues to serve in leadership roles to this day. He has worked with several top-tier companies, including America Online (USA), Netscape (Bangalore), Wipro (India), Dell (USA), Automotive World (UK), CTW-Holdings Inc. (USA), Midola Business Solutions (USA), Svan Ship Management (Rotterdam/India), Gadiel Ltd. (UK), NECL (USA), GREA (USA), and YES! GmbH, among others. Robert Tabshouri, Director of Operations / Russia, China, MENA

Mr. Tabshouri has extensive experience in business development and commodity trading. With nearly two decades of involvement in commodity trading across the MENA region, Russia, the post-Soviet republics, and China, he holds a unique position and strong relationships with some of the largest suppliers and operators in these regions.
Robert has deep involvement in the oil, gas, and petroleum industries, maintaining strong relationships with some of the largest refineries and suppliers in Russia and the post-Soviet republics. As a serial entrepreneur and visionary, he has contributed to numerous national and international success stories across both commercial and non-profit sectors. Mr. Tabshouri oversees supplier relations in his region and is an integral part of the business development team in the MENA region. As Director of Operations, he works closely with the President of Tiger Petro, as well as with Global and Logistics Directors, suppliers, and government entities to ensure a stable and high-quality supply chain.
Robert is both an engineer and an economist, having graduated from the Russian University of People’s Friendship. He was born in Lebanon and has been living in Russia since 1995.
Shaun D. Roos, IT Manager

With over 25 years of experience in IT and digital development, Shaun Roos brings a deep, versatile skill set to Tiger Petro. His expertise spans e-commerce, SEO, database architecture, graphic design, and full-stack web solutions. Since 2008, Shaun has been the driving force behind Tiger Petro’s online presence — designing, hosting, and maintaining the company website, managing content updates, and ensuring the brand is accurately represented to the world.
He also provides company-wide email setup and support, and assists with the preparation and management of vital business documents. From technical infrastructure to visual identity, Shaun plays a key role in both daily operations and long-term digital strategy.

Mr. Alvarez, a graduate in Business Administration, has extensive experience in business development and commodities trading—primarily in the marketing of oil, gas, and their derivatives. He currently serves as the Mandate for Latin America Business Development within the company.
Mr. Alvarez is responsible for managing relationships with suppliers and customers throughout his region and is an integral part of the business development team for Latin America and the Caribbean. In this role, he collaborates with suppliers and refineries that operate under optimal quality standards, consistently providing expert guidance and reliable supply solutions to support the growth of South, Central, and North America, as well as the Caribbean.
He leads a team of multidisciplinary professionals focused on marketing a variety of high-quality products, ensuring a stable and dependable supply chain.
